Can I collect E.I. while my CPP application is processing (Canada)?

I have just been laid off my part time job, after being off for medical reasons since September 30th with no pay. Today (October 17) I applied for my Retirement Pension (CPP), requesting that it be effective November 2008. The CPP rule is that you cannot earn anything a month prior to the month in which CPP becomes effective, and/or more than $863 in the month it does become effective. I'm thinking the month of October will be considered the month prior to CPP being effective, and the month of November is the month it does become effective, right?

If I was laid off with no earnings beyond September 30, am I entitled to apply for Employment Insurance? Assuming I can, what happens if I get more Employment Insurance in the course of a month than the $863 in earnings allowed by CPP? Will I just be asked to pay a higher rate of tax on the overage, or will I be required to pay back the difference?

Gosh, retiring ain't as easy as it's cracked up to be! I'm almost out of savings as it is, because I haven't had any income for almost three weeks! Rules seem to cancel out rules here, and it's so confusing for this l'il ol' lady ;-)

I truly appreciate any answers, suggestions or help you can offer.

P.S. I turned 60 on September 29th.
